Barclays plans to close three banking branches in India

Barclays is planning to close three of its nine bank branches in India by end of this month, and slash nearly 30-40 jobs, as the UK bank seeks to quit retail banking business in the country.

The bank branches likely to be shut down are located in Rajahmundry, Andhra Pradesh; Ahmednagar, Maharashtra; and Junagarh in Gujarat.

The remaining six branches in the country will continue to run to facilitate corporate banking operations.

The UK's fourth-largest bank said in a statement, "We took a decision then to sharpen our focus in India on corporate and investment banking and wealth management and to reduce over time our retail banking presence to a core network of branches serving the high net worth individuals segment."

Barclays offloaded its India credit cards business to Standard Chartered Bank and Kotak Mahindra Bank in December 2011, and is negotiating with bidders to sell its Rs32,000m ($600m) retail assets business in the country.

Flux Valley is A large lake, with Solatium Academy sitting in the middle, surrounded by Dark Woods then mountains. All inside the mountains is FLux Valley, strange things go on there; some so strange the students won't believe it all.

Obama Leads in New Iowa Poll

A new poll of the battleground state of Iowa released on Saturday night by The Des Moines Register shows President Obama leading Mitt Romney by four percentage points among likely voters, 49 percent to 45 percent.

The poll is the latest in a series to show the president with an edge over the challenger in many of the crucial swing states less than six weeks before the election.

In a bit of bad news-good news for Romney, the poll found that many Iowa voters already have made up their minds, with only two percent identifying themselves as undecided. However, 10 percent said they could still be persuaded to vote for another candidate, offering a glimmer of hope for the Republican nominee.

Romney has campaigned in Iowa six times since clinching the Republican nomination, but hasn't visited since Sept. 7, when he held a rally in the northwest part of the state, a conservative stronghold. Obama made eight visits to the state ahead of early voting, which started last week.

Both campaigns are making a point to send surrogates in their place, blanketing the state with running mates and wives. Both Ann Romney and Michelle Obama have campaigned in Iowa in the past ten days. And Vice President Joe Biden and Paul Ryan will makes stops in the state in the upcoming week.

The latest Des Moines Register poll was conducted Sept. 23-26 and has a margin of error of plus or minus 3.8 percentage points among likely voters.

Wall St marks best third quarter since 2010

NEW YORK (Reuters) - Wall Street closed its best third quarter since 2010 after a wave of central bank actions sparked a dramatic reversal in equity markets, but signs of weakness in the economy drove stocks lower on Friday.

The S&P 500 climbed 5.9 percent over the past three months as central banks geared up to boost liquidity to markets and kick-start their flagging economies. The move has lifted the benchmark index as much as 17 percent this year, recently pushing the S&P to its best level in five years.

But on Friday, investors grappled with more disappointing U.S. economic data as business activity in the U.S. Midwest contracted for the first time since 2009. The news came on the heels of other weak regional manufacturing reports and a sharp drop in U.S. durable goods orders last month. ID:nL1E8KS5D8]

"The reality is that the fundamentals of the market certainly don't support a 17-plus-percent run-up year to date, but with all the QE (quantitative easing) action, that has had a huge, huge impact," said Oliver Pursche, president of Gary Goldberg Financial Services in Suffern, New York.

The Dow Jones industrial average fell 48.84 points, or 0.36 percent, to close at 13,437.13. The Standard & Poor's 500 Index lost 6.48 points, or 0.45 percent, to finish at 1,440.67. The Nasdaq Composite Index dropped 20.37 points, or 0.65 percent, to close at 3,116.23.

For the third quarter, the Dow rose 4.3 percent and the Nasdaq climbed 6.2 percent.

For the month of September alone, the Dow gained 2.6 percent and the S&P 500 rose 2.4 percent, while the Nasdaq advanced 1.6 percent.

In contrast, the trend for the week was down, with the Dow off 1.1 percent, while the S&P 500 shed 1.3 percent and the Nasdaq dropped 2 percent.

In Friday's session, stocks came off their lows after Spanish bank stress tests were released, and were mostly within expectations. The independent audit showed banks will need 59.3 billion euros in extra capital to ride out a serious downturn.

But Spain still remains mired in difficulties. Moody's review of the country's credit rating, due later in the day, could add to its challenges. On Thursday, ratings agency Egan-Jones cut Spain's sovereign rating further into junk status, citing the country's faltering banks and struggling regional governments.

The euro fell against the dollar on Friday, declining for a second straight week, as uncertainty persisted about Spain's prospects for receiving a bailout to prop up its ailing banks.

Recent protests in Spain and Greece against austerity plans have also heightened investors' concerns as the turmoil could impede political maneuvering.

On the earnings front, U.S.-listed shares of Research in Motion jumped 5 percent to $7.50 a day after a smaller-than-expected quarterly loss.

Pledges by the European Central Bank, the Federal Reserve and the Bank of Japan to buy government bonds helped cement a summer rally in stocks and commodities.

But markets have lost some of their luster after the announcements from the central banks in the first half of September. After pulling back 1.7 percent over the last two weeks, the S&P 500 is now up 14.6 percent so far this year. The S&P 500's drop of 1.3 percent this week is its worst weekly decline since the start of June.

The coming months hold a series of difficult challenges for markets, including third-quarter earnings season, which is expected to show the first drop in earnings since 2009, and the U.S. presidential election in November.

Reflecting Friday's defensive tone, nine of the 10 S&P sectors fell. Only the S&P utilities index was positive, up just 0.5 percent.

The decline in the S&P technology sector index was limited, as Accenture PLC climbed 7.1 percent to $70.03. Accenture's gain followed its forecast of full-year earnings higher than analysts' estimates as the company bolsters its outsourcing business.

Nike Inc warned of slowing orders in China, becoming the latest company to sound a note of caution about how economic weakness in the world's second-largest economy was affecting its business. Nike's stock fell 1.1 percent to $94.91.

Trading was light on the quarter's last day, when money managers reposition their portfolios. About 6.15 billion shares changed hands on the New York Stock Exchange, Amex and Nasdaq, compared with the average daily volume of 6.38 billion.

Decliners outnumbered advancers on the NYSE by a ratio of 3 to 2, while on the Nasdaq, nearly two stocks fell for every one that rose.

WASHINGTON ? The Cardinals (6-4, 1-1) suffered their first conference loss of 2012 on Saturday, dropping a tough 1-0 decision to No. 16 Susquehanna.? Patrick Fry netted the game-winner for the Crusaders in the 26th minute to help the Crusaders improve to 9-1 overall and 2-0 in the Landmark Conference.

CUA took the first two shots of the afternoon, which were both high, while Susquehanna made the most of its first attempt, with Fry taking a feed from David Trank and finding the back of the net for a 1-0 Crusaders lead.

A shot by Susquehanna's Andrew Hayes at the 27:42 mark was saved by Torsten Meuschke and Trank's shot two minutes later was high.

CUA was awarded a corner kick with six minutes to play until halftime, but the Cardinals were unable to get off a shot.

Early in the second, Mike Brennan took a shot for CUA, but his attempt went wide.

Hunter Horvath looked to get CUA on the board at the 66:20 mark, but Matt Salsman made the save for Susquehanna.

Both teams played strong defense all afternoon long, with CUA unable to get off another shot until the 85:47 mark.? Ethan DaPonte's attempt was stopped by Salsman though, and Susquehanna was able to hang on for the win.

The two teams combined to take only 12 shots on the day, with the Crusaders holding a slim 7-5 lead.? Susquehanna was also awarded two of the match's three corner kicks.

Meuschke sent back four shots for the Cardinals, while Salsman finished with two saves.

CUA is back in action on Wednesday afternoon when the Cardinals play host to Washington College.? Start time is set for 4 p.m.

Syrian activists: 5 killed in Aleppo

(AP) ? Syrian activists say fighting between rebels and government forces has killed five people in the country's embattled largest city of Aleppo.

The Syrian Observatory for Human Rights says the dead included a man who has been shot by a sniper near the city's medieval citadel on Sunday. Aleppo is home to 3 million people and was once a bastion of support for President Bashar Assad.

Syria's state news agency says Assad's troops have carried out an operation in western Aleppo against "terrorist gatherings" ? a reference to the rebel Free Syrian Army. It says several have been killed, but gave no numbers.

On Saturday, a fire sparked by battles between Assad's troops and rebels tore through Aleppo's centuries-old covered market, the worst blow yet to the city's historic center.

Algeria at UN: Limit free speech, protect Islam

UNITED NATIONS (AP) ? Algeria demanded new efforts Saturday to limit freedom of expression to prevent denigrating attacks on Islam, appealing to the United Nations to take a lead as nations engaged in new debate on the tensions between free speech and religious tolerance.

In an address to the General Assembly, Algeria's foreign minister Mourad Medelci called for global action under the auspices of the United Nations to respond to violent demonstrations provoked by a U.S.-produced video that mocks Muslims and the Prophet Muhammad.

While Medelci didn't offer precise details of how he believed the U.N. could intervene, his call follows similar demands at the General Assembly from scores of leaders in the Muslim world who want new laws to ban insults against Islam.

On the sidelines of the annual forum, Ekmeleddin Ihsanoglu, secretary general of the Organization of Islamic Cooperation, told The Associated Press Saturday in an interview that the deaths of two dozen people in violent protests against the anti-Islam film underscored the need for new legislation.

Malaysia's foreign minister Anifah Aman told the General Assembly that the creators of the anti-Islam film ? an amateurish, privately produced U.S. video that mocked Muhammad's image ? and those behind the publication of lewd caricatures of the prophet by French satirical weekly Charlie Hebdo had shown "blatant malicious intent" toward Muslims.

"When we discriminate against gender, it is called sexism. When African Americans are criticized and vilified, it is called racism. When the same is done to the Jews, people call it Anti-Semitism. But why is it when Muslims are stigmatized and defamed, it is defended as 'freedom of expression'?" Aman told the General Assembly.

Aman he believed it was "time to dwell deeper into the heart of the problem and the real debate ? the relationship between freedom of expression and social responsibilities, duties and obligations."

Pakistan's President Asif Ali Zardari had called in his speech Tuesday to the General Assembly for action led by the U.N. to address a "widening rift" between the Muslim world and the West.

Italy and Jordan said Thursday at a meeting on the sidelines of the forum that they were already working on an initiative to promote religious tolerance, which had begun before the anti-Islam video went public. The drive to push better understanding will involve a conference of experts and academics in the coming months.

Egypt's President Mohammed Morsi also called for limits on free speech, to help protect "the world from instability and hatred."

Morsi said Wednesday his country would respect freedom of expression, but only when it "is not used to incite hatred against anyone, one that is not directed towards one specific religion or culture."

Yemen's President Abd Rabbo Mansour Hadi told the General Assembly on Wednesday "there should be limits for the freedom of expression, especially if such freedom blasphemes the beliefs of nations and defames their figures."

Zardari warned that the "international community must not become silent observers." In a speech Tuesday he called for the criminalization of "acts that destroy the peace of the world and endanger world security by misusing freedom of expression."

Indonesia's President Susilo Bambang Yudnoyne ? head of the world's most populous Muslim-majority nation ? told the General Assembly on Tuesday that previous initiatives at the U.N. had failed to halt intolerance. The "defamation of religion persists, we have seen yet another one of its ugly faces in the film 'Innocence of Muslims'," he said.

In his speech Tuesday to the General Assembly, President Barack Obama described the anti-Islam film as "crude and disgusting," but mounted a defense of freedom of expression.

He warned that "in a diverse society, efforts to restrict speech can become a tool to silence critics, or oppress minorities."

"The strongest weapon against hateful speech is not repression, it is more speech ? the voices of tolerance that rally against bigotry and blasphemy, and lift up the values of understanding and mutual respect," Obama said.

Speaking Saturday, Liechtenstein's Foreign Minister Aurelia Frick said that the "hateful slander of people on the basis of their culture or religion is unacceptable," but did not join calls for new laws. She urged nations instead to promote values of "tolerance, understanding and mutual respect."

(AP) ? Al-Shabab rebels pulled out of a key port city in southern Somalia, the group said Saturday, a day after Kenyan troops invaded and marched toward the city center and seaside port that long served as the militants' key source of funding, officials said.

Residents in Kismayo said they woke to find police and government headquarters abandoned by the militants, sparking a looting spree of the government and police headquarters.

"They withdrew from here last night. The town is not under anyone's control now," Mohamed Hassan, a resident, said. "People feel some relief now. We hope no more fighting will take place."

The withdrawal came about 24 hours after Kenyan forces made a beach landing and as inland troops from Somalia and Kenya moved toward the port city from the west.

"Looting and chaos is going on here. Thugs are taking advantage of the vacuum," Maryan Hussein, another resident, said. "The abandoned houses are being ransacked and the streets are occupied by people carrying belongings."

Col. Cyrus Oguna, a spokesman for the Kenyan military, said five al-Shabab fighters were killed in a battle overnight. Two commanders were killed in the fighting, the military said.

He said the Kenyan forces are still verifying the reports that al-Shabab had pulled out of Kismayo. "For now we are treating it as a theory," he said.

The Kenyan troops landed by boats in the northern part of Kismayo on Friday and moved toward the port, he said. He said that al-Shabab lost "many, many militants, including some key commanders" during battles on Friday that involved helicopter gunships.

Al-Shabab used Twitter to announce the news it was leaving Kismayo.

"Last night, after more than 5 years the Islamic administration in Kismayo closed its office," the tweet said. "Kismayo shall be transformed from a peaceful city governed by Islamic Shari'ah into a battle-zone between Muslims" and invaders.

Al-Shabab found little popular support in Kismayo because of the conservative brand of Islam it tried to impose on residents. Al-Shabab carried out public executions, whippings and amputations as punishments, and enforced a conservative dress code.

Al-Shabab was forced out of Mogadishu in August 2011 and lost one of its major sources of funding when it could no longer tax businesses in the city's main market. Since then the taxes al-Shabab charged on goods coming into Kismayo's port were seen as its last major funding source.

As it no longer holds any major cities in Somalia, al-Shabab is expected to operate more as an insurgent force that carries out suicide and roadside bomb attacks.

'Won't Back Down' movie review: Education drama is the latest to ...

Midway through the movie "Won't Back Down," a beleaguered official in the teachers union turns to her boss in exasperated wonder. "When," she asks, "did Norma Rae become the bad guy?"

Maybe it's time that woman read something besides The Nation.

Unions have been growing in infamy in some Americans' eyes for years (even as they've been shrinking in membership). And no group has come under stronger attack than the teachers unions. "Won't Back Down" isn't likely to give them any cover.

Set in Pittsburgh, the film is built around a version of the so-called "trigger law" in which, if a majority of parents agree, a failing school can be taken over, revamped, restaffed or even turned into a charter school.

And, in the movie, single mother Maggie Gyllenhaal and frustrated teacher Viola Davis do just that, wresting a crumbling edifice away from a corrupt principal and a few do-nothing teachers.

The movie already has come under scrutiny from some teachers groups who have called the film slanted. They're right.

In the script, the union boss is a hissable villain, the only truly pro-union teacher a lazy joke, socio-economic factors dismissed and Occupy Wall Street put down as something only complainers who aren't "working two jobs" have time for.

It also, by the way, fictionalizes the "trigger law," first adopted in California, as something that teachers have to sign on to, too. In fact, there is no such requirement (although that rewrite allows the script to pretend this is a broad-based, unifying revolt).

So, yes, the movie has a conservative point of view. Just as many, many more Hollywood films -- with their reflexive distrust of big business and dislike of religious orthodoxy -- have a liberal one. Almost every movie, consciously or not, reflects the hopes and assumptions of the people making them.

The real question is, ultimately, are the movies art -- in which there's room for conflicting ideas and three-dimensional characters? Or are they propaganda, in which thoughts are reduced to slogans, and people to a simple image that can be printed on a poster?

And that's where "Won't Back Down" falls short.

Every school board member here is a fat cat; every union official a self-interested sneak; every parent a responsible, salt-of-the-earth, blue-collar worker; every child willing to learn. Real-life factors in education -- such as drugs or crime or abusive homes -- don't count at all.

The supporting characters are all cardboard cut-outs and clich?s; Oscar Isaac, who plays a dedicated teacher (and a rather forced love interest for Gyllenhaal), isn't a man but a type, meant to represent na?ve young idealists who only think they're pro-union.

Davis, who has never put a foot wrong on stage or on screen, invests an awful lot of drama in her thinly drawn character, and Gyllenhaal is almost impossibly charming as the plucky single mom, fighting for respect even as she sees people smirking at her malapropisms and ill-fitting clothes. Even when the details of their lives feel unbelievable, these actresses compel our faith and keep us watching.

And even when the film works too hard to tell us how to feel with overdone music and cartoon characters, there are some powerful moments here, from the images of failing children to those of frustrated parents.

But "Won't Back Down" is propaganda, nonetheless. And while so was "Norma Rae," at least that story was a movie first -- and a call to arms only second.

World powers push Syria's opposition to unite

UNITED NATIONS (AP) ? Efforts to draw together the fragmented foes of Syrian President Bashar Assad could lead to direct talks between the leader's regime and his opponents, a key official said after talks on the sidelines of the U.N. General Assembly.

Iraqi Foreign Minister Hoshyar Zebari on Friday proposed plans to broker discussions for a political transition in Syria ? amid the paralysis at the U.N. Security Council which has cast a pall over the annual gathering of world leaders in New York.

Zebari told The Associated Press in an interview that he made the offer to bring together Syria's regime and opposition at a meeting Friday between nine representatives of anti-Assad groups and the Friends of Syria ? a coalition which includes the United States, the European Union and the Arab League.

He acknowledged that the U.N. and Arab League joint envoy on Syria, Lakhdar Brahimi, would need to take the plan forward.

Establishing a more coherent opposition is seen as a means of increasing pressure on the Syrian leadership amid Russia and China's decisions to veto three Western-backed resolutions aimed at forcing Assad to end the violence.

Rebels on Friday made their broadest assault yet to drive Assad's forces out of Aleppo, Syria's largest city. Activists claim that since the 18-month-old conflict began, more than 30,000 people have been killed in the fighting.

Syria's opposition has been criticized as hopelessly fractured and unable to coalesce around a transition plan that was adopted by members of the U.N. Security Council in Geneva over the summer, though Western officials say they are beginning to see tentative signs of progress.

Revolutionary councils in cities including Damascus, Homs, Aleppo, Idlib and Deir al-Zour are becoming increasingly organized, U.S. officials insist. In Idlib, in northwestern Syria, and Deir al-Zour, in the country's east, the local councils are taking charge of municipal duties, restoring power supplies and cleaning streets.

Talks Friday focused on efforts to boost cooperation between the rival groups, provide them with millions of dollars more in non-lethal equipment, and help them cement authority in areas freed from the Assad regime's control.

"It is encouraging to see some progress toward greater opposition unity, but we all know there is more work to be done," U.S. Secretary of State Hillary Clinton told the meeting.

Mouaz Moustafa, a 27-year-old activist with the Washington-based "Coalition for a Democratic Syria," which lobbies on behalf of the civilian councils and was involved in the talks, said the local groups could provide the roots of a post-Assad Syria if they are supported with funding.

"It will be undermined if it's not coupled with financial support," he said. "You have civilian councils right now. If you don't help them, you miss an opportunity. Without money, they lose credibility, viability and power."

He said in one instance, France had supplied about $13,000 to the Maarat al-Nuaman civilian council, in northwestern Syria, which allowed them to clean streets, rebuild a bread factory and pay for policemen.

Moustafa said the councils were crucial for the country to re-emerge under civilian rule. If they failed, it would risk emboldening military commanders to create their own fiefdoms in liberated areas, or Islamic extremists ? better armed and with money ? to set up their own power centers.

U.S. officials acknowledged the importance of helping civilian activists, rather than fighters, to prepare to provide services when the country's leadership falls.

"People with guns who don't know how to have bread baked are quickly going to lose credibility on the street. People with guns who can't make the lights come back on are going to quickly lose credibility on the street," said a senior U.S. official, who was not authorized to publicly discuss details of the talks.

During talks Friday, Clinton pledged $15 million in new non-lethal equipment ? mainly communications equipment ? and $30 in million humanitarian assistance to Syria's opposition. In total, the U.S. has offered $130 million in humanitarian supplies and about $40 million in equipment such as including satellite-linked computers, telephones and cameras. Britain and France have also offered millions of dollars worth of aid supplies and equipment.

At the General Assembly on Friday, Turkey's foreign minister, Ahmet Davutoglu warned of the risks that Syria's civil war could spread to other Middle East nations. "The Syrian regime deploys every instrument to turn the legitimate struggle of the Syrian people into a sectarian war, which will engulf the entire region into flames," he said.

On Saturday, nations including Uruguay, Denmark, Portugal, Sudan and Angola were scheduled to address the assembly.

Learning to live on Mars: Fatigue management program for controlling space-age jetlag

ScienceDaily (Sep. 28, 2012) ? Since the beginning of August, NASA's Mars rover, Curiosity, has been roaming all over the distant planet learning as much as it can about the Martian terrain. The mission control team back on Earth has also learned what it may be like on Mars by trying to live and work on a Martian day, which is about 40 minutes longer than an Earth day. This 'day' length causes havoc with the internal 24-hour body clock but researchers at Brigham and Women's Hospital (BWH) have developed and tested a fatigue management program which is successful at controlling this space-age jetlag.

The results of the study will be published electronically on September 28, 2012 and will be published in the October print issue of SLEEP.

Mission controllers investigating the Martian landscape are required to communicate with the rover on Martian time. This unusual schedule poses a great challenge as our internal body clock has evolved to expect a 24-hour light-dark, not a 24.65 h 'day', making it difficult to sleep, wake and work. "Our study, which was conducted during the Phoenix Mars Lander mission, investigated the effectiveness of a pilot program to educate the mission personnel on how to reset their body clocks more quickly and how to improve their sleep, alertness and performance," explained Steven W. Lockley, PhD, neuroscientist at BWH, and senior investigator on this study.

The research team studied 19 scientific and technical personnel supporting the Phoenix Lander mission for more than 11 weeks. The participants were assessed using a sleep/work diary, continuous wrist actigraphy, and regular performance tests. A subset of the study participants were also given portable blue-light light boxes to place at their workstations to help reset their internal body clocks and improve their performance. The researchers found that most of the participants were able to synchronize to a Martian day schedule.

"While adapting the human sleep-wake and performance cycle to a 24.65 hour day is a substantial challenge, our study has provided the foundation to develop comprehensive fatigue management programs for future missions, which may eventually include manned missions to Mars," explained Laura Barger, PhD, an associate physiologist at BWH and principal investigator of the study. "Such a program could decrease the risk of fatigue-related mistakes during these high profile and expensive missions."

Researchers suggest that these findings may also prove helpful to other groups that work on unusual 'day-lengths' such as submariners who have traditionally lived on an 18-hour day.

Guantanamo detainee Omar Khadr has been transferred to Canada to serve out the remainder of an eight-year prison sentence for having killed an American soldier in a 2002 firefight in Afghanistan.

A detainee for a decade, Khadr had been held at the U.S. detention facility at Guantanamo since he was 16, making him one of youngest detainees ever held there.

The 26-year-old Canadian was among the more high profile detainees still held at Guantanamo because of the controversy surrounding his young age.

Khadr was 15 when captured in 2002 in Afghanistan shortly after a firefight that killed Army Sgt. First Class Christopher Speer.

Khadr?s Egyptian father Ahmed Said Khadr had taken his family to live in Afghanistan in 1996.?? His father was believed to be a high level al Qaeda operative and Omar Khadr was said to have received training at an al Qaeda camp from the time he was 10 years old.

Khadr?s brother Abdurahman was also a detainee at Guantanamo until 2003.

Human rights groups campaigned that Khadr should be treated as a child soldier and not as an adult enemy combatant.

In the end, U.S. military prosecutors proceeded with Khadr?s prosecution before a military tribunal.

In October 2010, Khadr received an eight-year prison sentence after he pleaded guilty to having thrown a grenade that killed Speer, as well as to several ?war crimes charges.

Under the terms of the plea deal, Khadr was to serve a year of his sentence at Guantanamo before being transferred to Canada to serve out the remainder.

He was eligible to be returned to Canada last October, but the transfer was delayed as Canadian authorities reviewed the circumstances of his transfer.

A Defense Department statement today announced Khadr?s transfer to Canada.

?The United States coordinated with the government of Canada regarding appropriate security and humane treatment measures,?the statement said. ?In accordance with statutory reporting requirements, the administration informed Congress of its intent to transfer Khadr to Canada.?

Canadian Public Safety Minister Vic Toews confirmed Khadr?s return to Canada.

?Early this morning, convicted terrorist Omar Khadr was transferred to Canadian authorities at CFB Trenton,? Toews said in a written statement. ?He has been transferred from CFB Trenton to Millhaven maximum security prison at Bath, Ontario.

?I am satisfied the Correctional Service of Canada can administer Omar Khadr?s sentence in a manner which recognizes the serious nature of the crimes that he has committed and ensure the safety of Canadians is protected during incarceration,? he said.

The American Civil Liberties Union welcomed Khadr?s transfer to Canada, but said Khadr should have never been held as a detainee at Guantanamo.

?We cannot forget his decade-long imprisonment in abusive U.S. custody,? Jennifer Turner, a human rights researcher with the ACLU?s Human Rights Program said. ?Khadr was denied the fundamental rights of former child soldiers such as humane treatment, fair trial and other juvenile justice protections. His abhorrent Guantanamo experience should never have happened.?

There are now 166 detainees still being held at Guantanamo.? Khadr was the youngest detainee at Guantanamo and the last western detainee still being held at the facility.
